The complete contempt for the law is now evident in how Rahm Emanuel's crony Board of Education operates. Anything that resembles common decent protection of the children of Chicago is now becoming clearer. Rahm cannot lie his way out of this one: seven years of missing state mandated safety reports. The facts speak volumes about transparency, accountability, safety and the conditions in the Chicago Public Schools.
Chicago Public Schools officials have failed to file a single report on the district’s emergency action plans in the seven years they've been required, the Illinois State Board of Education told NBC5 Investigates.
"I've asked members if they've been trained. I've asked members if they know what certain codes are," said Dr. John Kugler, a member of the Chicago Teachers Union's safety committee. "Have they seen codes posted? Did they know where emergency kits are? Specific things involving emergency plans ... and to this day, 100 percent of my members say they don't know what these things are."
Kugler's requests to see the reports have also been denied, even though a state law clearly indicates: "Other education-related organizations deemed appropriate by the district..." are allowed to take part in the emergency-planning process.
"How can you keep people safe if they don't know what to do in an emergency?" he questioned.

Substance News has received a Binding Opinion (13-0001) from the Illinois Attorney General in regards to the refusal of the Chicago Public Schools (CPS) to provide information on how it will keep staff and students safe. In light of the recent murders and safety threats to Chicago students and staff, Substance News has been investigating CPS to find out if the system has up-to-date plans to keep the school children of Chicago safe in case of an emergency. CPS has refused to provide information to show that it is keeping children and staff in Chicago schools safe. The massive reorganization of CPS top executive positions, and the loss of many important staff because of the retirement of non-union people after accumulated sick days were taken away, has left much of the security planning for the nation's third largest school system in disarray even as international attention is focused on Chicago in light of recent murders and the exploding number of murders during 2012.
