John Koshkinen WHO? Help! Help! Scooby Doo!
The bureaucratic manipulations and ramblings of Scott Walker have finally transmuted and transubstantiated the strings of quantum physics so that only the Scooby Doo gang can hope to solve the mystery of salary adjustment for the Wisconsin economist John Koshkinen. And if that is not enough, it appears that a transmigration of identity may have occurred, just like in the movie "The Fly", so Scooby and the gang cannot even be sure which John Koshkinen is the real John Koshkinen.

Madison — Gov. Scott Walker's administration used phantom job transfers this year to give double-digit pay raises to two employees and a smaller raise to a third, quickly switching them from one post to as many as three others and then back to their original jobs.
The biggest pay increase — $14,416 a year — went to a longtime state economist, John Koshkinen, (pictured above and right) who helped expose flaws in jobs statistics that were hurting the governor's recall election chances, a Journal Sentinel review has found.
Nothing new here. Scott Walker has no pride or pity when it comes to rewarding his supporters and banishing his enemies. His crowning of cronies and crippling of critics has become the new normal. It is not even news anymore. Alas!
His appointments of prejudice have been common practice since he took office, but it serves to list just a few of his more injudicious or outright corrupt manipulations of the past.
Reward
Would you invest $166,000 to get a cool $14 MILLION? That’s what William Gardener did. But that was back when such corruption was still news in July 0f 2011. Gardener of Wisconsin & Southern Railroad was caught for the illegal campaign donation to Walker for Governor. Shortly after he and his railroad was rewarded with 14 million in state grants. Yep, that was news once upon a time in Wisconsin.
Punishment
One Monday back in January, Walker appointed UW-Platteville student Joshua Inglett as a student representative to the Board of Regents. On Wednesday, it was reported that a "Josh Inglett" of Portage had signed a Walker recall petition on December 26, 2011. He was punished by Walker for his non-support and his name was withdrawn. So much for bipartisan brats, beer, love, and hugs.
The latest ghosts, ghoulish phantoms of Walker hocus pocus
In the latest, Department of Revenue chief economist John Koskinen becomes a terrestrial entity who appears in one place and disappears in another. He was transferred through three different high-level jobs at the state Department of Administration and then back to his original post, like a rabbit coming out of a hat with fists full of dollars. John picked up bumps in his pay as he became the poltergeist of personal profit. Along the way, the longtime state employee shed his status as a political appointee and strengthened his civil-service job protections. Wow. It's magic!
