A symptom of Darrell Issa's prognosis may lie in his inability to think or be motivated beyond the spectrum of generating campaign contributions and building the base for the GOP. As we've seen many times since he's been House Oversight & Government Reform Committee Chairman, Issa's handling of cases has been botched, short-sighted and of course very partisan in nature.
In also doing further research, it's apparent that Issa's antics have been seen early on even in the 1990's for partisan causes for the GOP.

Issa Provided Funds At "Critical Moment" To Help Pass Proposition 209. According to the Washington Post: "[Issa] was spurred to political action by his outrage at President Bush's 'broken promise' on taxes, and began making big contributions after Bush's defeat. At a critical moment, a $100,000 Issa check kept the petition drive for anti-affirmative action Proposition 209 alive." [Washington Post, 12/21/97]

In addition, Issa was also against GOP compromising with President Clinton on the budget, even though the budget ended up producing a surplus for the U.S. in the end.
But it's only fitting for Issa because apparently if GOP compromises with a Democratic president, it's possible his efforts in building the GOP will be harder:

Now look at those couple examples of Darrell Issa's involvement in fundraising and in GOP politics back in the 1990's and see how they compare to Issa today: The answer is, nothing has changed about him.
And that's pretty evident about Issa as he appeared on Meet the Press earlier today (Rep. Joaquin Castro appears later on in the segment):
Point being: Issa cannot be changed and never will be changed because he likes the sound of campaign contributions and GOP party building. That's more important to him than whatever makes sense for the greater good of the American people.
