Hungary, the world's armpit according to the locals.
America's national anthem pays homage to the resilience of our nation under fire ("And the rockets' red glare, the bombs bursting in air, Gave proof through the night that our flag was still there)". Canadians vow to defend their proud nation's liberty ("O Canada, we stand on guard for thee"). Mexico's warns potential enemies of the fierceness of its warriors ("Mexicans, at the cry of war, make ready the steel and the bridle, and may the Earth tremble at its centers at the resounding roar of the cannon."). Britain's "God Save the Queen" clings to its outdated monarchy ("Happy and glorious, Long to reign over us, God save the Queen"). While Russia's is all about national pride ("Be glorious, our country! We are proud of you!").
I won't pretend to have looked up all 196 national anthems, but one would be hard pressed to come up with something more depressing and ... what's the opposite of "proud"? ... than Hungary's contribution:

Pity, O Lord, the Hungarians
Who are tossed by waves of danger

We suck, and we lost every war, and ORPHANS CRIED, and this place is a hell-pit of MISERY, but maybe god, just maybe, you could make things a little less hellish for us?
