The Border Patrol only took action on three percent of complaints made. This three percent is recognized to be from a source of complaints with barriers of technology, education and social power that infer the number of complaints are a fraction of incidents warranting complaints.

Another the way the agency fosters abuse is by not providing clear enforcement of their own discipline system. Instead the complaints made are either outright decided with no action taken or are placed into a perpetual limbo which the Border Patrol terms investigation.
One of the most revealing findings of this report concerns the prevailing lack of action taken by CBP officials in response to the complaints received. This indicates issues of both effectiveness and efficiency regarding the way in which CBP handles complaints. Moreover, there is a clear need for a stronger system of incentives (both positive and negative) for Border Patrol agents (and all CBP officers) to obey the law, respect legal rights, and refrain from abusive conduct. In order to do that, the complaints process should not only be centralized, but complaints should also be processed more quickly and carefully reviewed. Because of the seriousness of the issues involved, an external review of the complaints filed against CBP is essential.
It is this sort of environment that the Stanford Experiment clearly warns us about. One where Border Agents are
assassinating Mexican citizens and the Border Patrol covers it up by not disclosing evidence.
According to press reports, the U.S. Border Patrol acknowledged that surveillance video of the shooting exits, but the footage has never been publicly released. To this day, we do not know the names of the agent or agents involved in the shooting. As far as we know, not one Border Patrol agent has been disciplined in any way for Jose Antonio's senseless death.
And it is into these hands that the children escaping violence in Central America are running. We know they are being warehoused in concentration camps that include such amenities as kennels. But now we are aware of the potential for violence they each may experience at the hands of Border Patrol Agents with no accountability or oversight, even for the most glaring abuses.
