In accordance with the United States Flag Code, 4 U.S. Code § 7 - Position and manner of display, part (m), the US Flag is to be positioned at half-staff on the day of death and the day after on the death of a sitting member of the Congress.
All other flags displayed with the US Flag should also be lowered to half-staff.
The American Legion recommends that for a flag which cannot be lowered:
From a gaff (such as those displayed from a porch), or from a staff (such as those in an office or a church), a black ribbon the length and width of one stripe should be affixed to the top of the flag.
On a flag displayed flat (such as a wall or over a street), a black bow should be affixed to the centre of the flag.
Representative Nunnelee was first elected to the US House of Representatives in 2010, ousting Democrat Travis Childers in a crushing defeat.
He was re-elected in November of 2012, and again in 2014.
