Apparently the pipeline is not owned by Exxon. The company that claims to own it traces back to three companies so far as far as ownership. I'm going to have to continue researching but with so many shell companies we may never know who really owns the pipe.

I'm guessing the unidentified ooze causing a sheen in the Pacific is related to this facility
Description
An ongoing project consisting of three offshore platforms (Hondo, Harmony and Heritage) that produce oil and gas from the Hondo, Pescado and Sacate fields. Pipelines are used to transport oil and gas produced offshore to onshore processing facilities. These facilities use the processed natural gas onsite to generate electricity and steam for use onsite. The processed crude oil is pumped into the All American Pipeline Coastal Line.
Location
ExxonMobil's Las Flores Canyon Facility is located approximately 15 miles west of the City of Santa Barbara on the north side of U.S. 101. POPCO is located adjacent to and operated in conjunction with the Las Flores Canyon SYU Oil & Gas Processing Facility

Since they won't tell us what leaked we can only guess the worst. Apparently the leaking pipeline was land based making the defilement even more egregious as it shows their disinterest in maintenance where it can be seen.
SANTA BARBARA (CBSLA.com) — A spill of an unknown substance stretching approximately 4 miles wide has been reported in Santa Barbara County.
