This comment seems oddly personal to me. The cop didn't say, "I knew it was one of them." Or "Figured it would be a Muslim."
"That's who I thought it was." I suspect that this policeman already knew Ahmed Mohamed from a file.

Police departments are tracking Muslim children. I take it back. The government is on the lookout for potential Islamic radicals. Does that make it sound like less of a conspiracy?
