This is pretty disgusting on all sorts of levels. My wife is an alternate at the 48th LD caucus (for Bernie) and was looking into the instructions:

Is there a registration fee?
Yes. The State Party has authorized Districts to require a registration fee from each delegate. The registration fee for 48th District delegates or alternates seated in place of a delegate will be $10. This is not the way it was in 2008. Not only is it going to be total chaos because we are going to have to seat 1200 delegates who were not told that there was a charge to be an elected representative, but the young people who we encouraged to be delegates so they could learn to be part of the process will probably not have $10 on them. Many of them will not be able to afford it. Of course, if your campaign is funded by millionaires and billionaires you don’t have a problem.
It is a pretty clever move, because it is probably illegal for campaign workers to give $10 for the delegates to register.
This may sound harsh, but I am pretty disgusted. If you have media contacts, pass it on.
Oh and the delegate count for our caucus is different reported to be different than the final talley, of which I took a picture. Guess which way the difference goes? Yes, Hillary gets two delegates and Bernie loses one.
