TrumpBannon’s executive order doesn’t just apply to Muslims from 7 countries. It applies to everyone seeking refugee status. The exclusion is for 120 days, longer than the 90 days for everyone coming from the 7 Muslim countries. From an article in the Miami Herald:
“In 2015, the United States accepted the most refugees from Burma (18,385); Iraq (12,6760); Somalia (8,858); the Democratic Republic of the Congo (7,876); Bhutan (5,775); and Iran (3,109).
But the numbers change from year to year depending on where the political hot spots are and where persecution escalates. Three of those countries — Iraq, Somalia and Iran — are on the list of seven countries whose citizens — refugees and non-refugees alike — will be excluded from entering the United States for the next 90 days.
In the same fiscal year, 2,300 refugees from Latin America and the Caribbean were admitted with most coming from Cuba (1,527) and Colombia (521).”
While the EO tries to carve out a preference for “minority religions”, widely seen as meaning Christians, the refugee exclusion bars many from Christian countries, notably the Congo which is 80% Christian. By no means am I belittling the impact of the order on Muslims. However, it seems to have a secondary Bannonesque goal and that is lowering the number of refugees in general. The EO mentions a limit of 50K while the U.S. accepted 70K refugees in 2015. Since 1975 we have accepted 3 million refugees averaging right around 70K per year.
