I am in NO way an expect on meat processing, but from what little I know I think salmonella is on the surface of all meats, grinding just exposes more meat to the bacteria.
So how to be safe? When I make chili or spaghetti sauce I like to use a crock pot. I added an extra hour to the cook time. Cook the hell out of any ground product, min. temp is 165.
