My two cents on ascertainment. Yes, a normal presidency would have already granted Biden and his team access to sensitive data. But this is obviously not a normal presidency.
I assert that, when State certified EVs exceed 269, ascertainment has been achieved. Michigan certifies today, Georgia tomorrow. Supposedly WI is the last state to certify on 1 Dec.
I don’t have the state-by-state schedule; but I’m sure someone on Biden’s team does. During a press conference like he had today, Biden should say that, as of [whatever date] when [whichever state] certifies and puts his EV total > 269, he expects the GSA to follow immediately with a letter of ascertainment.
Otherwise, see you in court.

h/t to kevinwparker. Turns out that ballotpedia has the certification dates for all the states. Bottom line: my suggestion, if followed, won’t make much of a difference. States that will put Biden over 269 won’t certify until 8 Dec, less than a week before Pence counts the EVs in front of Congress.
Still, at this point, every day we delay means more deaths.
