This article explains the problem of US police killing culture much better than I can.
The answer to the question we all ask about police shootings, "Why does this keep happening?" is that we train police to kill quickly, without thought, and without remorse. We have given cops guns as a whole solution, and should not be surprised when they think of it as the solution to every incident.
This cop even thought shooting was the correct and only solution to a jaywalking groundhog.

Police kill people of color more often than white people because they, on average, see people of color as more dangerous and evil than white people, which is, of course, racist; but the fact that they kill so often is because we train them that way.
If we want to see fewer police killings, we have to reimagine how we train police and how we do policing.
Right now, we are like Winnie the Pooh, bumping down the stairs, hitting the back of his head on every step, but sure if he could just stop bumping his head, he could think of a better way to get downstairs. There are so many police shootings that we have no time to think how to do policing better.
Maybe if the loved ones of every unarmed person who was shot by a police officer who took Dave Grossman's very popular "Killology" course sued Dave Grossman, we could at least get rid of his super toxic course.
The police may be immune to suit but Dave Grossman is not.
