I have only read through a handful of the released documents, but the following statement just leaves me speechless: (emphasis mine)

Scout [redacted] was counseled by Reverend Edmond C. Micarelli, the Scout Chaplain for Scouts of Catholic Faith, regarding his participation in this act, with positive results.  Upon Father Micarelli's recommendation, the parents were not notified.
Where do I begin.  First - this 12 year old little boy, who the night before has been sexually abused by a 24 year old leader is "counseled" because of his PARTICIPATION??  He is a child, being sexually abused by an adult, and HE is held accountable for HIS role?  And then, of course, in the wisdom of the good Father, the parents aren't even told?  Not only do the boy scouts not tell the proper authorities, but they don't even give parents a fighting chance to help their kids!!!  What must this have done to this young man?  

It's going to be a long couple of days, I'm afraid...This is just so sad.  And this is just the tip of the iceberg - what about the last 20+ years?  The files of the ACTIVE pedophiles the Boy Scouts are refusing to release?  

UPDATE: This Link provides the database to the Map - Just remember, as you scroll down the 5000+ unique identified cases - each one represents at least one child...and these are just the cases until 1991 - the BSA refuse to release the current perversion files...

A Scourge on our Society

One look at this map shows the extent of these "perversion files" - a chilling glimpse at the child sexual abuse and coverup from this one entity -

I have joined with other advocacy groups to make the following statement regarding these perversion files, this release, and the statute of limitations issue (see jpg attached below the fold) which states in part:
The Boy Scout files, like the Philadelphia Grand Jury Reports on abuse in the Philadelphia Archdiocese and the grand jury report on abuse by Jerry Sandusky, document how yet another institution has covered up child sex abuse.  They kept records and knew more than anyone else in the country about the recidivism of abusers, yet, they did not go to the authorities.  They enabled perpetrators and endangered one child after another.  Internal records and investigations are never enough.  Nor is sending the perpetrator away, with no notice to the authorities and the next community at risk.

Sadly, the statutes of limitations for the vast majority of the Boy Scout survivors in many states likely have expired, making it difficult to prosecute or sue the perpetrators, or to bring the organization to account for endangering children.  The Boy Scout's perversion files are another stark reminder to our elected representatives that laws in many states favor the organization, aid the predator, and put children at risk.

Under the current statute of limitations in many states--which halt criminal prosecution and civil cases long before most victims are ready to come forward -- those who caused the abuse or created the conditions for the abuse are being given a free ride.  

The Boy Scouts of America is just the latest organization whose failure to report abuse led to justice denied.   Now is the time for every state to look hard at its SOLs and to give child sex abuse victims a chance at justice.”

"The Scouts have warned that the release of the files could have a chilling effect on the reporting of alleged abuse. For nearly a century, the Scouts have maintained the national archive, known inside the organization as the “perversion files,” as a way of preventing men suspected of abuse from reentering Scouting."

  •  When I was away at college the scoutmaster (15+ / 0-)

    in my small Texas hometown was sent to prison for molestation. When I was in the scouts, sixty years ago, I had no idea that such a thing was going on, but it was.

    I have followed this story, as many others have done, for a long time and I am still shocked by it. It runs contrary to what I believed scouting to be and to what my friends who are still active in scouting at many levels have believed.

    But, it is what it is. And I commend those who have fought to bring this story to the light of day.

    is horrifying.  It brings tears to my eyes to see the extent of it.  I hope all of the perpetrators and all of those involved in covering it up are sent to jail for a long, long time.

    The files also document individuals whose only 'crime' was being homosexual (and therefore unqualified to serve as a scoutmaster/member).  Are those individuals also included on the map?

    My concern here is the (yet again) linking of  "homosexuality" with "child molestation" yet again in the public mind where none exist.

    Minority rights should never be subject to majority vote.

      The data­base attached to the chart con­tains in­form­a­tion on about 5,000 men and a hand­ful of wo­men who were ex­pelled from the Boy Scouts of Amer­ica between 1947 and Janu­ary 2005 on sus­pi­cion of sexu­al ab­use. The dots on the map in­dic­ate the loc­a­tion of troops con­nec­ted in some way to the ac­cused.

        I hadn't even considered it. But even after reading your response I guess it would depend on exactly what the BSA has used through all those decades as criteria for "suspicion of sexual abuse". It is certainly true that many (stupid, bigoted) people do suspect and gay men of being child abusers, and back in the 40's, 50's, and 60's and even several decades later later I could easily imagine homosexuality being considered prima facie "evidence" of a desire to molest boys.

    •  The map indicates towns and cities where (2+ / 0-)

      membership is denied for "perversion".     So any given dot could include multiple incidents or a single one.

      Not every dot indicates an assault.    Sometimes they simply indicate a person was denied membership for some reason.    Documents are published for some of incidents that give the history of what is known and transpired - but not all of them.  

      So there's a dot on the map if there is an egregious example of abuse and a cover up.   There's also a dot on the map if someone was kicked out of scouts because they were arrested outside of scouting in doing something "perverted".    There's also a dot on the map if someone was denied membership because they were gay.

      I don't think the map is useful in understanding the data.   I think its there so you can easily retrieve the data that is associated with the town or city near you.   If you wanted to create a map to understand the data, the LA Times would need to go through each record and categorize what occurred in each case.

       

  •  My Scouting experience, past and present (4+ / 0-)

    Approximately 3 months ago, I was asked by a close friend if I would be willing to be one of the accompanying adults who go on hiking/camping trips with her twin sons' Boy Scout troop. I have been their honorary uncle since they were born, and I love the outdoors, so I said "sure" (Disclaimer: I wouldn't put my own as yet nonexistent sons in Scouting, at least not unless BSA changed their intolerant practices, but I will support kids I know whose parents made a different decision). However, there was one pro forma technicality to this agreement--I had to watch an online training video and afterwards take an online test regarding it. No sweat, I did it. Now I'm "certified", or something like that.

    However, the video itself seriously creeped me out. First, the vast majority of it (IIRC) was geared to the prevention of sexual abuse, although there was also a minor theme regarding bullying prevention. I appreciate the dangers of both and would be glad to believe that the Scouts are taking these issues seriously, but there was nothing else. Nothing about all the other responsibilities involved in shepherding a bunch of teen and pre-teen boys. Nothing (so far as I can recall) regarding drugs and alcohol. Nothing about physical safety. Nothing about Scouts' possible medical issues. Not even anything about providing a good example. I was a Scout as a boy. I had a good troop. I'm quite sure we didn't have the big issues that that video warned against. And for that, I am deeply, truly grateful. But I'm also damn glad that wasn't all the men involved in my troop were thinking about. That video wasn't put together by people thinking about the best way to train or screen adults to help out on field trips or even the best way to protect kids. No, it was put together by an organization deeply paranoid about being sued and looking to protect itself.

    And so it goes - I said earlier that as you scroll through the database with each unique ID number (over 5000 of them) to remember that each one represents at LEAST one child.

    And then I come across this file

    "During the interviews of the listed victims, R/O learned of many other victims too numerous to interview.  It has been learned that almost every boy scout in troop 75 and in troop 73 has been approached sexually by Slusher on one time or another.  Further it has been shown that Slusher has chosen victims outside of scouting making it difficult to trace victims.  It is evident, however, that Slusher, through his sexual assaults on young boys, has effected emotionally many young lives."
    This was in 1977 - but he had been in the perversion files since 1972 and in one letter said he had been molesting boys for "three or four years."

    A path of devastation so wide...this is unimaginable - way worse than I suspected...

    "My action in the above was prompted solely by my motives to prevent unnecessary hardships or publicity for the individual involved and any adverse reaction toward the Council or the Boy Scouts of America."

    As we walk down this path of trying to figure out - in this case, in the Catholic Church, at Penn State - why would otherwise upstanding, moral, good men turn a blind eye to child sexual abuse - I believe this comment may shed a bit of light into that.

    Because the reputation of the adult and the institution is deemed greater than the mental/physical well being of the abused child.

    ...something that's almost built into us after experiencing such evil is that we desperately need to know we're not the only ones.  My first reaction to this story was to look for the name of the man who hurt me.  

    In the early sixties, my uncle hurt me and my sister.  Subsequently my father hurt each of us, but separately. I was in troop in NJ that already had the worst reputation in the state.  My memories of what I underwent are so sketchy and vague at this time, there are  literally days where I wonder if it even happened.

    When I saw that his name was missing, I was crushed; as if my mind made it all up.  And that caused me to revisit my memories of what my uncle and father and mother did to me, and the doubts and guilt and shame all came flooding back.  

    My question is, am I the only one who experienced that?  At nearly sixty two, my life is so far removed in concrete ways from the horror.  But I still startle easily at not so loud but very sudden noises.  My sleep suffers and I struggle with depression as well.  I know I'm not the only one, but the doubt still besets me like a daily visitor.  

    A few of my friends on another site are both survivors and deal with gender identity issues as well; some deal with combat memories and some abuse memories, and sadly, some both.  We all can point to a time before our trauma to our questioning of our gender.  The abuse seemed to be a response to how we acted and presented ourselves as children; certainly not the product of the abuse, but the other way around.

    I hope that in the days to come, as these stories unfold, that we receive more of that vindication we so desperately require; that it will make no difference that some names will never be named.  But we will remember and we will know that it happened and that it wasn't our fault.
