"In Fairness" (no excuses intended) remember centralized, politically connected U.S. local law enforcement by public police just began in 1833 (Philadelphia organized an independent, 24-hour police force). Boston Police force est. 1838 with a day police and a night watch working independently. New York City's 1844 response was the New York City P.D. of 1845. Police departments headed by police chiefs who are appointed by political leaders have flaws, partly due to their recent innovation. Ferguson, Oakland, Madison, Chicago, et.al are still barely out of the kin-police stage of ancient, traditional societies.
Also "In Fairness" we must turn the corner and behave as though we really are bound by laws that apply equally to police as well as to citizenry.
Justice Brandeis in his dissent of Olmstead v. United States, 277 U.S. 438 (1928) on Page 277 U. S. 485 wrote,
Decency, security and liberty alike demand that government officials shall be subjected to the same rules of conduct that are commands to the citizen. In a government of laws, existence of the government will be imperiled if it fails to observe the law scrupulously. Our Government is the potent, the omnipresent teacher. For good or for ill, it teaches the whole people by its example. Crime is contagious. If the Government becomes a lawbreaker, it breeds contempt for law; it invites every man to become a law unto himself; it invites anarchy. To declare that, in the administration of the criminal law, the end justifies the means -- to declare that the Government may commit crimes in order to secure the conviction of a private criminal -- would bring terrible retribution. Against that pernicious doctrine this Court should resolutely set its face.
He said, "Crime is contagious. If the Government becomes a lawbreaker, it breeds contempt for law; it invites every man to become a law unto himself; it invites anarchy."
The cops must stop killing the citizens.
