Monday afternoon, on a resounding 46-11 vote, the Oregon House passed a bill clearing the way for licensing industrial hemp farming in the state. Barring a highly unusual veto of a bi-partisan bill by Governor Kulongoski (D), Oregon will become the 17th state overall to pass pro-hemp legislation - the sixth this year.

Now all that's needed is federal action.

Thursday's San Francisco Chronicle reported that a new group, TaxCannabis2010.org, has been formed for the express purpose of getting an initiative on California's November 2010 ballot that would legalize personal use of cannabis. The effort is spearheaded by Richard Lee, the executive director of Oaksterdam University, a major medical cannabis dispensary and advocacy group in Oakland.

But, while federal law prohibits cannabis possession now and the foreseeable future, is this and other efforts merely in vain?

Last week, Maine's Senate passed LD 1159 on a vote of 25-10. The bill would establish a licensing regime for farming industrial hemp. The State of Oregon is also on the verge of passing industrial hemp legislation. If the bills succeed, these states would join fifteen others that have passed hemp bills.

There's no doubt, it's our federalist system that is enabling this long stigmatized agricultural crop to rise from the ashes.

This past Easter Sunday, the profound Tom Kennedy and his loving family, friends and fans experienced the shock of his life being tragically cut short at Ocean Beach south of the Cliff House and the Golden Gate Bridge in San Francisco.

The 48 year young joyful, whimsical, prankster, art car pioneer, artist/performer, progressive political activist, mediator and inspiring mentor - after a good session of body surfing with pal Mike Tackaberry - got caught by the combination of a large rogue wave, a rapid succession of waves and a nasty riptide ending his illustrious, prolific and greatly influential life.

Today, Arianna Huffington significantly announced that Huffington Post will launch an investigative journalism fund. She stated:

I'm delighted that today we are launching a new venture -- The Huffington Post Investigative Fund. This nonprofit Fund will produce a wide-range of investigative journalism created by both staff reporters and freelance writers.

On his first trip overseas as president, Obama travels to London Tuesday for the Group of 20 economic summit. In the wake of W's foreign policy catastrophe, together with the deepening global recession, Obama would be wise to go with humility - prepared to listen carefully and thoughtfully because our nation's role on the global stage is deeply in flux.

Thursday, during President Obama's online Town Hall, cannabis activists once again sent him an email tsunami regarding cannabis legalization and its potential positive impact on the economy. His response to a cannabis question with a joke and a dismissal of the plant as an option for aiding the nation's economic woes was both a missed opportunity and a sign of how deeply ingrained the "War on Drugs" really is - at least in Washington.

Less than a week after Rep. Loretta Sanchez (D-CA) proposed on CNN that California host a pilot program for legalizing, regulating, and taxing cannabis, AG Eric Holder fully articulated Wednesday the new federal policy on medical cannabis in what amounts to nothing less than a sea change.
