No.
Does it say that in addition to a clear motive, the republicans were granted the means and the opportunity by the Diebold corporation?
Yes, it does. Not quite in so many words, but the implications are clear.
It also finds that Bush's margin of victory on the electronic voting machines was SEVEN times his margin of victory elsewhere. No, by some standards that might not "prove" that fraud was committed -- but by the same standards you might not be able to "prove" that someone who wins the lottery seven times in a row is cheating somehow.
However, a rudimentary understanding of logic and statistics makes it clear that Bush's victory in Ohio was probably the result of falsification of votes.
We "fraudsters" are waiting for an apology from Markos and Armando, since this report constitutes absolute vindication of our point of view.
